This is caused most often by an open circuit. If you have no siren connected, it’s as simple as putting the 1k ohm resistor from Bell + to Bell - to clear the trouble. If you have a siren connected, the first step is to remove the wires and test the resistance across those wires. An open circuit when testing those indicates that there is probably a broken or cut wire somewhere along the line that needs to be fixed. You can put the resistor to clear the trouble while fixing the issue if desired.
